After nearly a decade in development, Boulevard Place moves forward in downtown OKC

A long-anticipated downtown Oklahoma City housing project is moving forward, marking a significant milestone nearly eight years in the making. 

Rose Rock Development Partners, in partnership with Conquer Investments and RCH Strategies, has closed on the site for Boulevard Place, an approximately $80 million multifamily development planned at 20 W. OKC Boulevard. Construction is expected to begin within the next few weeks. 

The project has been in development for years, navigating shifting market conditions and pandemic-related challenges before reaching this point. 

When complete, Boulevard Place will bring 262 apartment units to the downtown core, including 36 designated for workforce housing. The development adds to a growing pipeline of residential projects aimed at increasing housing options and supporting continued population growth in Oklahoma City’s urban core. 

The site’s location near the convention center and existing parking infrastructure reflects broader efforts to build density and connectivity in downtown, where public and private investment have increasingly focused on creating a more walkable, mixed-use environment. 

The project also highlights the role of long-term coordination between developers and public partners. The City of Oklahoma City, the Oklahoma City Urban Renewal Authority and the Oklahoma City Economic Development Trust were involved in advancing the development from concept to construction. 

“This closing is the result of nearly eight years of work to bring this development to life,” said Tim Strange, chairman of Rose Rock Development Partners. 

Financing for the project is being provided by BancFirst. CMS Willowbrook will serve as general contractor, with Tradesman Architectural Studios leading design. 

As downtown Oklahoma City continues to evolve, projects like Boulevard Place underscore the time, coordination and sustained investment required to deliver new housing at scale.
